CAOs are Uganda’s biggest thieves, Museveni claims

President Museveni has blasted  Chief Administrative Officers (CAOs) and other District technical officers over orchestrating the government’s failed projects.

Mr. Museveni blamed them for frustrating his development schemes, despite government releasing huge sums of money every year to fight poverty.

He said it was because of their theft that he had been compelled to commission the Uganda Peoples Defence Forces (UPDF) soldiers to runs big money projects like NAADS.

“These days I gave up on CAOs, all the money we send to their districts disappears in their hands,” Museveni said.

Museveni was speaking on Monday at Wakiso district headquarters during the passing out of graduands under vocational training overseen by MP Rosemary Seninde under her Seninde Foundation

He said sh265b was released through the Youth Livelihood programme and another sh82b is released through the Women Fund, but nothing much has been realised.
